Pima County News

GreenBuffelgrass
The Pima County Board of Supervisors passed an ordinance on buffelgrass Tuesday, March 17. They had planned to adopt an ordinance that classifies buffelgrass as a weed in December but due to suggestions by the Tucson Association of REALTORS through the Buffelgrass Coordination Center and other organizations, it was modified and adopted. The issue at hand relates to notices of violation the County would issue for property owners who need to eradicate buffelgrass on their property. The original ordinance would have the County clean up the property and bill the property owner. The ordinance was amended to send a notice of violation (which they refer to as an Opportunity to Correct) to the property owner and if they didn’t clean it up within a certain period of time, a fine would be issued. If nothing is done after the fine has been issued, then the County would come in, remediate the buffelgrass and then charge the property owner. The original ordinance did not have these steps that now show good faith between the County and the property owner. This is a great victory for our association and the many efforts from our membership.

2% Rental Tax
The City of Tucson is looking at ways to increase its revenue for the 09/10 budget. Because of an unforeseen shortfall the Mayor and Council asked a committee of various city staff to make a recommendation for new revenue streams. The committee came back with $20 million worth of new taxes including a 2% tax on all residential rental property which would bring in an estimated $12 million. The Tucson Association of REALTORS® opposes a rental tax because of the regressive nature of such a tax. The Tucson Association of REALTORS® is committed to finding solutions for affordable housing and affordable rentals are a critical part of affordable housing. We encourage everyone to talk to their City Council member and let them know we do not support a rental tax.

Marana Primary Election
According to state law, candidates who appear on a majority of primary ballots in nonpartisan elections are automatically elected to office, while seats not filled in the primaries are decided during general elections. Incumbents Herb Kai and Patti Comerford won their re-election bids. None of the remaining five candidates won the majority vote. Incumbents Carol McGorray, Jon Post and challenger Kelle Maslyn will move on to the general election for the two remaining council seats. The two lowest vote getters, challengers Larry Steckler and Bret Summers were separated at that time by only seven votes. Larry Steckler and Bret Summers will most likely have a re-count. Should they end in an exact tie, they will both end up in the General Election ballot.

Sahuarita Primary Election
Mail-in ballots that were counted indicate that none of the seven candidates received enough votes to get elected, meaning six will move on to the general election for three seats. Challenger Duane Blumberg was the top vote-getter, while incumbent John J. Sullivan was second followed by challengers Kara Egbert, Rosanna Gabaldon and Alex Jacome, incumbent Roger Minor was sixth. Challenger David Gifford was eliminated.
